When people think of San Francisco they envision . . . the Golden Gate Bridge, Pier 39, or a hippie standing on the corner of Haight and Ashbury.  The Summer of Love in 1967 shaped how San Francisco is viewed by the world and laid the groundwork for who we are as a society.  This summer, we celebrate the 50th anniversary of the Summer of Love and, just like in 1967, we are expecting 100,000 people to come to San Francisco and honor the magic that happened here fifty years ago.

Early in 2017, San Francisco will consider implementing permanent regulations to let car-share companies have exclusive access to on-street parking spaces. As part of our member meeting on Thursday December 8, HANC President Bruce Wolfe and board member Rupert Clayton will lead a discussion of the benefits and challenges of the current pilot program and some changes we may want to advocate for in the permanent replacement.

The pilot program was scheduled to run from September 2013 through August 2015, but has remained the framework for managing car-share spaces on San Francisco streets. The program authorized up to 900 parking spaces across the city to be dedicated to specific Car-Share Organizations (CSOs). In fact, only about 200 spaces, 14 of them within HANC’s boundaries, were taken up by the three approved CSOs: the fleet-based operations of ZipCar and City CarShare and the “peer-to-peer” network Getaround.

Every accredited college and university comes under review to from time to time to renew its accreditation. This accreditation is essential in the value and certification to the degrees and programs it provides and acceptance by other colleges (in the case of transfer students) and employers.  Some background best told by the community coalition, Save City College (http://www.saveccsf.org/about/):

“In July 2012, the Accrediting Commission for Community and Junior Colleges (ACCJC) put CCSF on a sanction of “show cause” – one level from losing accreditation entirely – a death knell for a college. In July 2013, the ACCJC said that CCSF will lose its accreditation in July 2014, unless through an appeal process, this decision is reversed. In June 2013, the ACCJC had severed itself from the WASC (Western Association of School and Colleges) parent group thereby eliminating any objective agency above the ACCJC hearing an appeal.

November’s vote, at both the local and national level, was more consequential than most.

Not only do we have a new national administration which campaigned on a set of proposals that, if implemented, would have far reaching consequences for our City, but with all three branches of the Federal government now in Republican Party hands, the possibility of those proposals becoming policy is probable.

Just the other side of UCSF, on the steep, northwest-facing slope of Mt. Sutro lie the Kirkham Heights Apartments – 86 rent-controlled units in 11 small buildings built in 1950. The site’s owner, Westlake Urban LLC, plans to replace the current apartments above the intersection of 5th Avenue and Kirkham Street with a complex of five huge buildings up to 8 stories high and eight 3-story townhouses. The 445 units would mostly rent at premium market rates.

Once again, our next HANC general meeting will focus on the Panhandle. We will begin with Anne Baskerville, Project Manager for SF Recreation and Parks Department (SFRPD), updating us on the Panhandle Playground. We will then continue the meeting by discussing the planned Oak and Fell bicycle lanes. HANC has invited representatives from SFMTA, SF Bicycle Coalition, and other groups to attend and/or present at our November meeting.

In the May Voice we first wrote about the Proposed Oak and Fell Bike Lanes. NOPNA published a data analysis from the survey they sent to a select group of emails in March. HANC was not invited to participate in this survey. Inner Sunset Park Neighbors (ISPN) was not invited to participate in this survey. To whom was the survey sent? NOPNA and the Bicycle Coalition? Given that HANC represents residents south of the Panhandle, and that ISPN represents residents who would suffer significant traffic delays if Oak street is reduced to three lanes, this is concerning.
