Turnout in the March Democratic Presidential primary was off the hook, with a whopping overall neighborhood turnout of 72%, with 70% of the voters casting ballots in the North Panhandle precincts, 71% turnout in the progressive voting Flatland precincts and a whopping 75% turnout in the Hill precincts. The turnout vastly exceeded the 2016 Primary vote in which 59% of the voters in the Haight Ashbury cast ballots, with 58% turnout in the North Panhandle, 61% in the Flats and 59% in the Hill precincts. Bernie Sanders came in first in the neighborhood, winning 13 of the 17 precincts. Elizabeth Warren trailed Sanders by 400 votes, picking up only three precincts. Biden ran a distant third, trailing Sanders by some 1,100 votes and picking up a single neighborhood precinct. Surprisingly weak was Buttigieg, who picked up a mere 274 votes in Harvey Milk’s old neighborhood (yes, Milk lived here for a hot minute before he moved to the Castro), finishing far behind Bloomberg.
HANC made two recommendations on the local ballot urging Yes votes on Proposition D and Proposition E . Prop D proposed a new tax on vacant store fronts and dedicated the taxes thus raised to assisting small businesses. The dedicated use of new tax funds triggered a 2/3rd vote requirement for D. It exceeded that requirement handily, getting 80% of the vote in the neighborhood. Prop. E was a citizen initiative ordinance that linked further high-rise commercial office building approvals to the City building affordable housing at a yearly rate of some 2,200 units. The amount of office space allowed in any one year, already capped at no more than 950,000 square feet a year in the 1986 Proposition M (also a citizen initiative), would be reduced by the percentage of affordable housing not built that year. Prop E won in all but two precincts in the neighborhood, getting 60^ of the Haight Ashbury vote.
